Three things to make a character

Face, body and voice.

Don't wait for "inspiration" it may never come. Or if it comes one day it may not come the next. Or a new inspiration might come. Inspiration is unreliable so don't bother with it. Just do the face, do the body, then do the voice. (Of the character) (of course!)
